Beginning at the most northeastern point of the Oswego city boundary from Lake Ontario southeast following the city boundary and intersecting Route 1 to continue in the same southeasterly direction to Kocher Road. Continuing southerly along Kocher Road, following the city boundary to the intersection of Route 104 and the City Line Road. Continuing along City Line Road south along the city boundary to Churchill Road. West along Churchill Road following the city boundary to the Oswego River. Crossing the Oswego River continuing west along the city boundary to Route 25. Continuing northwesterly along the Conrail Railroad to a point where the city boundary travels east to run parallel with Byer Road to the Route 7 (Johnson Road) intersection. Following Route 7 (Johnson Road) north to Route 104 and continuing in the same northerly manner, following city boundary to Lake Ontario.

Oswego County (City of Fulton), New York

The ineligible area of Oswego County, New York encompasses the City limits of the City of Fulton. The City limits of Fulton are described as follows:

Beginning at the most northeastern point of the City of Fulton city boundary, south along the city boundary to Waterhouse Creek. Continuing southeasterly along Waterhouse Creek to the intersection of Fay Street and Foxwood Avenue, continuing southwesterly parallel to Fay Street along the city boundary to a point where the city boundary travels south to Route 481. Continuing southeasterly along Route 481 to the intersection of Route 57. Continuing southeasterly along Route 57 to the Oswego River. At the southeastern most point of the city boundary and the Oswego River, east to Lake Neatahwanta intersecting both Route 48 and Route 176. Continuing along the eastern shore of Lake Neatahwanta to the northern most point of Lake Neatahwanta where the city boundary begins and travels north to intersect with State Route 3, traveling west parallel with West 11th Street to the intersection of County Route 3. Continuing parallel with County Route 3 west to the point where the city boundary travels north and then east to the Oswego River. Continuing from the eastern bank of the Oswego River traveling east along the most northern city limit boundary to the starting point.
